LCDR Emily Winans is a pharmacist officer in the U.S. Public Health Service (USPHS) Commissioned Corps detailed to Immigration and Customs Enforcement (ICE) Health Service Corps (IHSC). She is the Lead Pharmacist at a facility in Conroe, Texas, managing pharmacy operations within a 14-provider clinic that attends to 1300 male, female, and transgender low, medium, and high custody level detained non-citizens. LCDR Winans is a part-time clinical pharmacist providing ambulatory care services and oversight for the facility Sexually Transmitted Infection Opt-Out Program. She also supports the agency as Deputy Lead of the COVID-19 Vaccine and Therapeutics Program and was awarded the 2022 ICE Director’s Award for her efforts related to this mission. LCDR Winans earned her commission in the USPHS Commissioned Corps in 2015, serving five years with the Federal Bureau of Prisons in California before her transfer to IHSC. Prior to uniformed service, LCDR Winans worked as the pharmacist in charge at a large retail chain in Houston, TX. She is a proud graduate of West Virginia University School of Pharmacy and has a passion for educating students on the opportunities within the USPHS Commissioned Corps to provide care for underserved populations.
