Lt Col. Leighcraft Shakes currently serves as the TRICARE Pharmacy Contract Support Chief, Purchased Care Branch, Pharmacy Operations Division for the Defense Health Agency. Lt Col Shakes is the subject matter expert to the multi-billion-dollar TRICARE Pharmacy (TPharm) contract that provides pharmacy services for mail, retail, and military treatment facilities to 9.6 million TRICARE-eligible beneficiaries worldwide. In addition, Lt Col. Shakes provides clinical and technical oversight of the TPharm contract and guidance to the Contract Officer’s Representatives. He is instrumental in responding to inquiries from various DoD pharmacy benefit stakeholders and advises on and resolves DoD Pharmacy Program issues.
Before this assignment, Lt Col. Shakes was Commander for the Diagnostic and Therapeutic Flight, 78th Medical Group, Robins Air Force Base, Warner Robins, Georgia. In this position, he provided the highest quality Pharmacy, Radiology, and Clinical Laboratory support to the 78th Air Base Wing, 5 Major Commands, and 47 tenant units. Lt Col. Shakes ensured worldwide deployment of Airmen from the 78th Air Base Wing by delivering 9.4 million dollars in pharmacy, radiology, and clinical laboratory services.
Lt Col. Shakes graduated Magna Cum Laude from Oakwood University with a Bachelor of Science in Biochemistry. He then attended Campbell College of Pharmacy and Health Sciences, earning his Doctor of Pharmacy degree and Master of Science in Clinical Research with honors in 2011. Before his direct commission as a Biomedical Service Corps officer, Lt Col. Shakes was a Genomic Scientist at the Biomedical and Biotechnology Research Institute in Durham, North Carolina.
Lt Col. Shakes is certified in Mass Prophylaxis Preparedness and planning with the Department of Homeland Security’s Federal Emergency Management Agency and served as Robins AFB’s project officer for mass distribution of COVID-19 vaccine to the base populous.
