David W. Bobb is a pharmacist, attorney, and retired United States Air Force Colonel with experience in both the civilian and federal healthcare management sectors. His widely varied career has placed him in such practice settings as independent pharmacies, large retail chain pharmacies, United States Air Force pharmacies, industry, and more recently, positions within the Department of Health and Human Services and as Chief of the Pharmacy Operations Division at the Defense Health Agency. He has had the opportunity to manage and execute multi-billion dollar budgets, integrate and consolidate diverse healthcare systems, build cohesive high-performing teams, and develop effective medication safety and quality assurance programs including opioid management programs across the spectrum of pharmacy operations to optimize patient care.
In addition, he provides sound legal advice to federal pharmacists in respect to changing Food and Drug Administration policies, Drug Enforcement Administration laws, opioid/controlled substance compliance, and federal and state legislative initiatives. He provided Department of Defense (TRICARE) pharmacy program updates to both the Senate and House Armed Services Committee representatives and worked with the Special Assistant to the President for Economic Policy (Healthcare). He has been an integral member of several Boards of Directors, including the American Society for Pharmacy Law, Department of Defense Pharmacy Advisory Board, and the San Antonio Uniformed Services Health Education Consortium. Lastly, Mr. Bobb has provided over 30 CE-accredited pharmacy law presentations and authored over 20 publications for federal pharmacists and technicians.
In 2020, drawing on over 40 years of pharmacy experience and 35 years of expertise in pharmacy law, Mr. Bobb established PharmLaw Solutions LLC, an innovative consulting firm and certified Service Disabled Veteran Owned Small Business to assist clients who wish to navigate the federal drug procurement and federal drug distribution systems.
